*THE PREPARATION OF FUSHE KOSOVA’S MUNICIPAL ZONING MAP HAS BEGAN*

Municipality of Gjilan in the process of drafting two documents of great importance for the citizens and the municipality in general, the Municipal Development Plan and the Municipal Zoning Map, held more than 23 meetings in the Urban and Rural areas.
There were very fruitful meetings with plenty of participation from professionals, representatives of areas, businesses, NGOs and in general all citizens who used their right to be informed, to be involved and to contribute by providing suggestions, tips and ideas in the process of drafting these two documents.
It should also be noted the participation and contribution of two Kosovo assemble members: Mr . Zenun Pajaziti and Mr.Imet Rrahman, while protecting the interests of citizens and different social groups.

After a design contest, Municipality of Fushë Kosova has awarded INSI the contract to prepare its first Municipal Zoning Map, which covers its entire municipal territory.

Following a design contest, Municipality of Fushë Kosova has awarded INSI the contract to prepare its first Municipal Zoning Map, which covers its entire municipal territory.
The objective and purpose of this significant document are to prepare a multi-sectorial document that specifies development conditions and protection measures for all zones of the whole area of the municipality, including technical, public and social infrastructure development, which contains textual and cartographical elements, presented digitally and in printed format.
he Municipal Zoning Maps aim to create appropriate development conditions for sustainable economic development, agricultural areas, organisation and planning of spaces for commercial, industrial, technological and mixed-use activities.
Likewise, zoning maps will improve the technical infrastructure, public spaces, public safety, tourism development and cultural heritage protection, and have an impact on increased protection from natural disasters, prevent environmental pollution and degradation.
Directorate of Urban Planning is the supervising and implementing authority of the entire preparation process of the Municipal Zoning Map, which is due to be completed within 350 days.To encourage broad citizen participation and transparent public consultation, and enable the inclusion of public assessments of possible social, economic and environmental impacts, the Urban Planning Directorate, in cooperation with “INSI”, will organise public discussions and reviews with citizens regarding this project.

MEETING SECTORIAL EXPERTS AND MUNICIPAL OFFICIALS REGARDING THE MUNICIPAL DEVELOPMENT PLAN IN SUHAREKA

A presentation regarding the new Municipal Development Plan was held today (Monday 13.11.2017) in Suharekë for field experts and municipal official.
The preparation of spatial planning documents is being implemented by the municipal authority for spatial planning and management, and with this delegated responsibility The Municipality of Suharekë is responsible for preparing the Municipal Zones Map.
Through tendering procedures, Municipality of Suhareka awarded “INSI” from Prishtina the contract to provide professional consultancy services during the preparation stages of this document.
Over the following 12 months, citizens, NGOs, experts and institutions will be invited to participate in the preparation of this spatial planning document by submitting their proposals, suggestions and comments regarding, in accordance with legal provisions.
The Municipal Development Plan is a multi-sectoral strategic plan that defines the long-term economic, social and spatial development goals.
The Municipal Development Plan should include a development strategy of urban and rural areas for at least eight years.
Upon each preparation stage, there will be a public discussion of the Municipal Development Plan, which will be based on both central and local planning documents as well as sectorial reports and strategies.
At the meeting, we have also discussed the Sustainable Development Goals (SDGs) and the requests from Suhareka experts for treating this aspect in a very serious and professional manner in the Municipal Development Plan.
Because of the advantages it offers, deriving from twinning with two German municipalities which will assist in the implementation of two SDGs, 8 and 9.
As we are dealing with a very important document Kushtrim Kica, Director of Urbanism Department has invited citizens, NGOs and other groups to make their contribution.
Municipal Mayor Mr Sali Asllani also took part in the meeting, highlighting the importance of the document and left the meeting, stating this vital document belongs to everyone and just the Mayor.
The experts from “INSI” presented the textual content and the GIS-based digital cartographic data of the Municipal Development Plan and discussed mutual tasks between the municipality, other participants, the document’s preparation process and issues that will be addressed by this document.

 

A PUBLIC DISCUSSION ABOUT THE DRAFTING OF THE MUNICIPAL ZONING MAP HELD IN KLINA

Today, Municipality of Klina held a public discussion with its citizens and NGOs on Klina’s Municipal Zoning Map.
Municipal authority responsible for spatial planning and management is responsible for the preparation of the spatial planning documents, and Municipal Zoning Map is no exception. The municipality is responsible for preparing the Municipal Zones Map.

MUNICIPALITY OF FERIZAJ PRESENTS THEIR DRAFT MUNICIPAL DEVELOPMENT PLAN 2017 – 2020 TO MESP OFFICIALS

Today, the representatives of the Municipality of Ferizaj presented their draft Municipal Development Plan 2017 – 2025their to officials from MESP, MAFRD and USAID.
At this occasion, it was stated that this presentation is a legal requirement to obtain the consent for holding a public debate for the draft Municipal Development Plan, by ensuring that its strategy is in harmony with the Kosovo Spatial Plan.
Presentation of this draft plan was undertaken by the Director of Directorate of Urbanism and Environment officials, Mr Faik Grainca and by Mr Ismajl Baftijari from the contracted consulting company “INSI”.
Mr Spahiu Spahiu,the Director of MESP’s Planning, Housing and Construction Department, expressed his gratitude for the cooperation offered by the Municipality of Ferizaj.
Mrs Suzana Goranci, Head of Spatial Planning Division, also said that their Department was continuously involved throughout its preparation and that Ferizaj has carried out this important task with utter professionalism and transparency, pledging to support them in the future.
Mr Ramë Hamza, Head of the Housing and Construction Division, said that the three-year plan for housing should serve to intensify the cooperation with the municipality of Ferizaj and ensure the implementation of the draft MDP.
Mr Idriz Gashi, from the Ministry of Agriculture, Forestry and Rural Development, also expressed encouragement for this draft plan, adding that he is pleased that the maps of EULUP and IRUSP have been integrated into this document and that the zones have been designated down to the boundaries of the cadastral parcel.
Mrs Arlinda Sadiku Rushaj, spatial planning expert from the USAID’s Partnerships For Development project, expressed her delight that planning reforms encouraged by USAID are producing results and this document should serve as model to be used by other municipalities that intend to prepare their MDP’s, according to the new legislative framework.
The importance of the Municipal Development Plan, as a vital document of great importance, which will have an enormous impact on all development aspects of municipalities, was also emphasized today.
The Director of Urbanism and Environment Directorate, Mr Faik Grainca also mentioned that they were committed to preparing this document in accordance with the current trends, new legislative framework, adding that enormous efforts were undertaken to gather vital information that would enable us to develop an appropriate strategic spatial planning.
“It is extremely challenging to create a sustainable and implementable strategic document for next eight year. Therefore, I am grateful for the contribution that we have received from all municipal sectors, but also the professional support and advice we have received from the consultancy firm “INSI”. We look forward to all suggestions we will receive during the public debate,” Mr Grainca added.
Mr Ismail Baftiari, from the consulting company “INSI”, provided additional detailed information about this plan, including descriptions regarding the procedures undertaken.

 

 

MUNICIPALITY OF FERIZAJ PRESENTS THE DRAFT MUNICIPAL DEVELOPMENT PLAN 2017 – 2020

The draft Municipal Development Plan 2017 – 2020 was presented to citizens.
In this event, it was said that this discussion is one of the last before this plan undergoes a public debate.
Officials of the Urbanism and Environment Directorate and the consulting firm “INSI” undertook an analysis of this document, while the citizens, who were present at this gatherind, requested greater transparency and free access to this important document for the development of the municipality.
The municipality and the consulting company “INSI” responded that they previously have held many public disscussions in this hall, but also in rural areas and different areas of the city, including professional and institutional meetings with different stakeholders, but also pledged their willingness to facilitatefree access, through the public debate that will follow over the next month.
During the public discussion, it was stated that the Municipal Development Plan is considered as a document of special importance, to which all the development aspects of the municipality are related, followed by the presentation of the first draft of this document.
Presentation of the draft and this public discussion precede the process of mandatory public debate that will ensue soon.
During this occasion, Director of the Urbanism and Environment Directorate, Mr Faik Grainca, notified the attendees of their commitment to produce a document, which is in line with current trends, adding that throughout this process, enormous efforts were made to gather all available information from various institutions, which are vital for producing an appropriate and applicable strategy.
“The aim of this Municipal Development Plan is to ensure a sustainable development for the following eight years. Hereby, I would to express my profound gratitude to everyone that contributed to this document, such as various municipal sectors, institutions and the consulting company “INSI”, which has guided and supported throughout every single stage of preparing this Muncipal Development Plan,” Mr Grainca added.
Afterwards, Mr Ismail Baftiari, from the consultancy company “INSI”, provided details of this plan, saying that this plan not only defines the development goals of the municipality but also constitutes a strategic and multisectoral plan. He has also provided explanations for the progress of work.
“It is an initial draft plan, it is a strategic, multisectoral, and throughout its completion, all the municipal sectors have been involved in its preparation, including public companies, but also representatives of civil society and villages and central level institutions, business representatives, etc. Throughout the preparation of this plan, an extensive list of potential participants was analysed and selected. This plan itself comprises the profile of the municipality, the analysis of the situation, the spatial development framework that includes: vision, goals, objectives and strategic priorities and as such is compatible with the previous Municipal Development Plan that had been approved years ago in Ferizaj. The MDP also contains the Implementation Action Plan, as well as the Implementation and Monitoring Provisions as well as the cartographic part,” Mr Baftijari said.

On the other hand, the citizens have addressed their desire to have free access, in order to analyse its content and ultimately contribute during the following stage of public debate.
Otherwise, the prearation of this document has been going on for almost a year. Based on the work done, this plan is expected to be ready for approval early next year.

MUNICIPAL (RURAL AND URBAN) MUNICIPAL PLANNING (2010-2011) In order to direct and control the further spatial development of municipal authorities, they have decided to make a Revision of the Development Plan for the Municipality of Lipjan and to prepare two separate documents Municipal and Urban Development Plan . Such multidisciplinary planning, strategic and developmental participants requires information, knowledge, and a system for analysis, visioning, but also planning of areas and actions in many areas and different levels of planning, at the same time. It is also a task that is completed with short-term, mid-term and long-term planning strategies, which should also be based on scientific analysis as the whole complexity of urban issues should be taken into consideration. For this reason, the municipal authorities of Lipjan have contracted the Institute “INSI” to make this change and supplement, and to draft the Urban Development Plan as a separate document. It should be noted that the drafting of the document had previously also entrusted to you a multidisciplinary consortium consisting of: Institute Wohen und Umvelt GmbH (IWU), HA Hessen Agentur GmbH, Planungs Gruppe 4 Berlin (P4) and Technological Institute (INTECH). This consortium, together with partners from the field of relief architecture (Locodrom Landschaftsarchitekten) and traffic planning (Gesellschaft fur Gesamtverkehrsplanung, Regionalisierung und Infrastrukturplanung GmbH), prepared the Municipal Development Plan of Lipjan which documented, worked jointly Even for the urban area.
