The Institute for Science and Technology “INSI” L.L.C., is contracted from the GIZ office in Prishtina to conduct a Feasibility study of the economic zone for the Municipality of Prizren. The objective of this activity is to conduct a feasibility study of the economic zone and lead the process of licensing the zone through the preparation of the necessary documents required by the Ministry of Trade, Entrepreneurship, and Industry.

Municipality of Prizren

The overall objective of this project is to prepare Ferizaj’s Municipal Development Plan for the entire municipal territory. The Municipal Development Plan is a multi-sectorial spatial planning document that determines the long-term goals of economic, social and spatial development, including the development of urban and rural areas (villages) within the municipal territory. The municipal approach is heterogeneous in terms of their long term vision, objectives and specific expertise required, in terms of their human resource capacities, size and population, which adds to the overall complexity of this process. The process of drafting the plan comprises of establishing municipal working groups, composed of various thematic aspects such as land use and environment, demography and social, economic development and infrastructure. INSI’s role is to professionally support each working group with specific experts of relevant sectors. The whole process is largely inclusive actively engaging representatives from different communities, civil societies, and business communities, as well as representatives from the central government ministries. Besides assisting municipalities in the preparation of their Municipal Development Plan, INSI is also engaged in capacity building of the municipal employees in administering this document and GIS software that they’ll use in the future.

Technical infrastructure development, composed of underground and above ground installations of thermal energy, water supply network, irrigation, drainage, sewage, telecommunication, and waste collection and management infrastructure that includes the assessment of an inventory of existing local technical infrastructure of local and central level importance, showing the extent, locations and capacities of such infrastructure, an estimate of the future needs for such infrastructure, the needed capacities of expanded or new infrastructure and municipal technical and financial capacities to implement the necessary technical infrastructure capacities.

Transport and transport infrastructure development that includes the assessment of the existing state of roads and protection buffers and the transportation infrastructure, expansion and state of existing roads, expansion and category of planned roads by the national level, assessing intensity and capacity of junctions and major lanes, traffic circulation patterns, inter-and intra-municipal urban and rural transport routes, use of roads by cars, pedestrians, bicycles and other methods of transport, estimation of current public parking spaces, assessment of future needs for transport infrastructure, and assessment of municipal technical and financial capacities to implement the necessary transportation infrastructure network.

Natural, cultural and touristic heritage development that includes the assessment of the existing state of natural, cultural and touristic assets of the municipality and whether protection and preservation and existing and proposed development activities of natural, cultural and touristic assets, such as strict nature reserves, natural monuments, natural landscape, architectural heritage, archaeological heritage, spiritual heritage, movable heritage, cultural landscapes and the spatial impact and development opportunities created by such as national parks, protected areas, protected zones and special protected zones within the municipal territory.

Rural and urban settlement developments include the assessment of the existing state and spatial expansion of all settlements as per below classification, urban/ rural character, size and number of inhabitants, functionality and interconnection grid, type and sea level height, all illegal constructions and informal settlements and analyzes the relationship between built and not built areas within settlements.

Housing developments that include the assessment of the existing state of housing and housing patterns in the municipality and future needs based on an inventory and analysis of housing needs that identify the number of housing units necessary for the population in accordance with the forecasted growth, an analysis of housing conditions, including recommendations for the development of housing and the improvement of housing conditions, an analysis of vacant housing buildings including possibilities for their reuse, housing construction trends and average housing prices and identification of sufficient land for housing, including housing for low-income families, elderly, and the disabled.

 9. Informal settlements developments include the existing state, spatial expansion, characteristics, number of inhabitants and economic, social and environmental state of identified informal settlements.

The Municipal Zoning Map is a multi-sectorial spatial planning document that determines the development conditions of urban and rural areas (villages) within the municipal territory. Throughout this assignment, INSI identifies the appropriate development conditions and measures for future developments including the protection of the environment and existing natural resources, as ll as the underground and overground resources. Furthermore, general development conditions define development regulations and standards that apply to all zones. General development conditions may include but are not limited to, requirements and rules, protection measures, design patterns and guidelines. INSI establishes the uses and development conditions for each zone and the terms of construction that aim to achieve the goals and objectives of the Municipal Development Plan and for their spatial and geographical extension based on its Future Land Use Map and Sectorial Development Plans.

The drafting process has to be compliant with various phases/chapters that address all thematic sectors through textual and cartographic representation, as envisaged by the legislative framework that regulates the drafting process. Based on the principle of democracy, subsidiary, participation, integration, proportionality and prevention, the main drafting phases comprise of:

1. General Development Conditions that define development regulations and standards that apply to all zones. General development conditions may include, but are not limited to, requirements and rules, protection measures, design patterns and guidelines such as land permitted uses, secondary permitted uses, special uses, temporary uses and not permitted uses in the whole Municipal territory, access to the cadastral parcel, access to technical infrastructure, parking and unloading rules, landscape development and buffering rules, natural and artificial lighting design and requirements, and noise mitigation requirements.

2. List of Zones that all the designated zones overlay zones established within the municipal territory within the municipal territory, in accordance with spatial planning technical norms.

3. Defined Zones and Development Conditions that are set in compliance with all spatial planning technical norms and requirements set forth in the Administrative Instruction on the Spatial Database, which specifies permitted uses are those functions and activities which are allowed for the particular zone, permitted secondary uses are those functions and activities which are secondary and subordinate to the primary use permitted in the zone and may be located on the same parcel as the primary use, permitted special uses are those functions and activities which are compatible with permitted uses in the zone but are subject to additional conditions and require a special use permit, temporary uses are those functions and activities which are permitted for a specific period of time, after which they must be completely removed, not permitted uses are those functions and activities which are not in harmony with applicable conditions of the area and are specifically not permitted in the zone. Development conditions also include other specifications of requirements for regulation of the space during setting construction terms, such as maximum dwelling density expressed as a maximum number of dwelling units per hectares (ha), parcel size expressed as a minimum or recommended size of parcel, parcel or parcel frontage minimum size, parcel or parcel frontage maximum size, architectural and aesthetic characteristics of certain elements of buildings (such as materials, facades, roofs, etc.), developing rules for landscaping and green buffer zones, off-street parking and shared parking, and minimum and maximum permitted height of buildings within the zone or part of a zone.

Public and Social Infrastructure Development Conditions that specifies the type, location, capacity, and technical conditions for design and construction of public parks and open spaces, sport fields and recreational areas, medical service areas and buildings, social service buildings, daycare buildings, schools and universities, administrative centres, public safety areas and buildings, and cemeteries.

7. This project encompassed the compilation of data necessary to perform the analysis and evaluation of the current and future transportation system and identify the current and future needs. This process included the preparation of a transportation system database to support the development of the technical analysis tool.

Our company complied recommendations on supplemental data that is needed to ensure the team understanding of the physical conditions, traffic volumes, and traffic flow patterns present, including the review and evaluate the city’s existing goals, objectives, policies, transportation plans with regards to future economic development and land use. Identify areas of conflict and agreement, positive and negative impacts on the City’s transportation goals, economic growth, and future mobility.

Economic development includes the assessment of the local economy such as households, employment and unemployment, economic sectors and their structure, and businesses, agriculture economy, the relation of economic activities of the municipality with the neighbouring municipalities, status of resources and touristic services such as accommodation and food serving spaces, existing and planned economic zones and their impact, and a summary of the strengths and weaknesses of the local economy.

Technical infrastructure development, composed of underground and above ground installations of thermal energy, water supply network, irrigation, drainage, sewage, telecommunication, and waste collection and management infrastructure that includes the assessment of an inventory of existing local technical infrastructure of local and central level importance, showing the extent, locations and capacities of such infrastructure, an estimate of the future needs for such infrastructure, the needed capacities of expanded or new infrastructure and municipal technical and financial capacities to implement the necessary technical infrastructure capacities.

Transport and transport infrastructure development that includes the assessment of the existing state of roads and protection buffers and the transportation infrastructure, expansion and state of existing roads, expansion and category of planned roads by the national level, assessing intensity and capacity of junctions and major lanes, traffic circulation patterns, inter-and intra-municipal urban and rural transport routes, use of roads by cars, pedestrians, bicycles and other methods of transport, estimation of current public parking spaces, assessment of future needs for transport infrastructure, and assessment of municipal technical and financial capacities to implement the necessary transportation infrastructure network.

Public and social infrastructure development that includes the assessment of an inventory of existing public buildings and spaces such as medical, educational, public administration and other similar services, an inventory of existing social buildings and spaces such as cultural, sportive, fishing, hunting, libraries for the community, public parks, cemeteries and other similar services, an estimate of needs for space and future construction for all public and social services, and assessment of technical and financial capacities to implement all buildings and spaces necessary for public and social services.

Environment and risk areas development that identifies pollution, spatial expansion of pollution and degradation, and needed protection and prevention measures from natural hazards based on the assessment of air pollution, water pollution, soil pollution, noise pollution, flooding, erosion and sedimentation, landslides, avalanches and steep slopes, earthquakes, high pollution areas, fire risk areas and the needed prevention and protection measures to be in accordance with the Strategic Environment Assessment.

Natural, cultural and touristic heritage development that includes the assessment of the existing state of natural, cultural and touristic assets of the municipality and whether protection and preservation and existing and proposed development activities of natural, cultural and touristic assets, such as strict nature reserves, natural monuments, natural landscape, architectural heritage, archaeological heritage, spiritual heritage, movable heritage, cultural landscapes and the spatial impact and development opportunities created by such as national parks, protected areas, protected zones and special protected zones within the municipal territory.

Rural and urban settlement developments include the assessment of the existing state and spatial expansion of all settlements as per below classification, urban/ rural character, size and number of inhabitants, functionality and interconnection grid, type and sea level height, all illegal constructions and informal settlements and analyzes the relationship between built and not built areas within settlements.

Housing developments that include the assessment of the existing state of housing and housing patterns in the municipality and future needs based on an inventory and analysis of housing needs that identify the number of housing units necessary for the population in accordance with the forecasted growth, an analysis of housing conditions, including recommendations for the development of housing and the improvement of housing conditions, an analysis of vacant housing buildings including possibilities for their reuse, housing construction trends and average housing prices and identification of sufficient land for housing, including housing for low-income families, elderly, and the disabled.

Strategic Development Priorities and Action Plan determine developments and prioritized solutions in the form of Strategic Development Priorities in accordance with the Vision, Goals and Objectives, based on financial, human and spatial resources necessary to achieve the objectives and plans, effectiveness and time frame, and cost-benefit analysis comparing the approximate costs with public and/ or social benefits related to specific projects or decisions. Strategic Environmental Assessment (SEA) Of Municipal Zoning Map Of Mitrovice

The overall objective of this project is to prepare Gjilan’s Municipal Development Plan for the entire municipal territory. The Municipal Development Plan is a multi-sectorial spatial planning document that determines the long-term goals of economic, social and spatial development, including the development of urban and rural areas (villages) within the municipal territory. The municipal approach is heterogeneous in terms of their long term vision, objectives and specific expertise required, in terms of their human resource capacities, size and population, which adds to the overall complexity of this process. The process of drafting the plan comprises of establishing municipal working groups, composed of various thematic aspects such as land use and environment, demography and social, economic development and infrastructure. INSI’s role is to professionally support each working group with specific experts of relevant sectors. The whole process is largely inclusive actively engaging representatives from different communities, civil societies, and business communities, as well as representatives from the central government ministries. Besides assisting municipalities in the preparation of their Municipal Development Plan, INSI is also engaged in capacity building of the municipal employees in administering this document and GIS software that they’ll use in the future.

Municipal Development Plan of Gjilan

The objective of this task was to prepare two Detailed Regulatory Plans as instruments for controlling current developments and providing conditions for regulating future developments in the areas Boge and Gropa e Erenikut, which are situated in 3rd Zones of the National Park.
